I can listen to music and talk to Cortana just fine.Suggestions are welcome. A Google search tells me I need a third-party program, Change Startup Sound, to get my own WAV file to play at start up.

This WAV file plays just fine when I test it in Control Panel. Control Panel says that this WAV file is indeedmy startup sound. Click on 'Power options'6. Click on 'Choose what power button do.' Uncheck 'Turn on fast startup' ( it does sayrecommended to check this box)8. If it is greyed out go up to the shield and click on 'change settings that currently are unavailable.' I then shut off my computer. After a few minutes I started it back up and my startup sound worked.

I does take a little longer to start.
